The Hays County Commissioners Court Tuesday proposed a tax rate of 0.4600 per $100 of assessed valuation for Fiscal Year 2017, down from 0.4670 in FY16. The County’s 2017 fiscal year begins October 1, 2016.

The Commissioners Court also proposed a County government budget for FY17 of $179,156,141.00. The FY16 budget is $178,442,071.00.

Public hearings on the proposed tax rate are set for September 8 at 10 a.m. and September 13 at 1:30 p.m., and a public hearing to adopt the proposed County budget is set for September 20 at 1:30 p.m. All hearings will be held at the Hays County Commissioners Courtroom, 111 E. San Antonio St., San Marcos. The hearings will be livestreamed and archived at www.co.hays.tx.us.

Because the proposed tax rate exceeds the effective tax rate, state law requires two public hearings be held by the Commissioners Court before the proposed rate is adopted, which would also be required if the proposed rate exceeds the rollback rate. The FY17 proposed tax rate is 0.4600 per $100. The effective tax rate is 0.4465 per $100 and the rollback tax rate is 0.4916 per $100.

The effective tax rate is the total tax rate needed to raise the same amount of property tax revenue for Hays County from the same properties in both the 2015 and 2016 tax years. The rollback tax rate is the highest tax rate that Hays County may adopt before voters are entitled to petition for an election to limit the rate that may be approved to the rollback rate.

Your specific taxes owed under any of the above rates can be calculated using this formula:

Property tax amount = (rate) x (taxable value of your property) divided by 100.

The City of Uhland will hold a meeting at 6:00pm September 7, 2016 at City Hall, 15 N. Old Spanish Trail, Uhland, Texas to consider adopting a proposed tax rate for tax year 2014. The proposed tax rate is 0.194100 per $100 of value.

Persuant to the Texas Local Government Code, Chapter 102, notice is hereby given that the City Council of the City of Uhland, Texas will conduct a public hearing to obtain the views of the citizens regarding the proposed budget for the fiscal year October 1, 2016 through September 30, 2017. The public hearing will be held on September 7, 2016 at 6pm at the Uhland City Hall, 15 N. Old Spanish Trail, Uhland, Texas 78640. Following the public hearing, the City Council may vote on the adoption of a budget for fiscal year 2016-2017. The public is encouraged to attend. A copy of the proposed budget is at the Uhland City Hall, 15 N. Old Spanish Trail, Uhland, Texas and posted on the City’s website at cityofuhland.com.

Hays County Judge Bert Cobb, M.D., has lifted the burn ban on outdoor burning in the unincorporated areas of Hays County.

Persons planning to burn outdoors should be aware of wind conditions and delay burning if winds are expected to be gusty or high. Fires should always be attended by an adult and a water source should be available nearby.

Property owners planning to burn should notify the Hays County Emergency Communications Office at 512-393-7896, their local fire department, and as a courtesy their neighbors. More information about outdoor burning is available at www.co.hays.tx.us, choose Fire Marshal under the Law Enforcement dropdown.

Attached is a flyer (in English & Spanish) that is currently being distributed by law enforcement officials to residents who reside in an area of eastern Hays County near Goforth and High Roads. The Plum Creek Conservation District is releasing water from a nearby dam, and emergency officials want to ensure that residents of the area understand that flooding might occur that would impact roads and property. Emergency officials are encouraging residents to sign up for emergency alerts at www.WarnCentralTexas.org to ensure that they get messages if action on their part becomes necessary. Currently, officials are letting them know that they should be prepared IF evacuations are necessary, to sign up for alerts and to follow any instructions that officials give. Heavy rains in the area have caused rising lake levels in the eastern part of Hays County near Goforth Road and High Road. Emergency officials are preparing for possible flooding that may impact homes and property in communities near the Goforth/High Road Dam. Plum Creek Conservation District is releasing water in that area, which will likely affect the following roads: Cotton Gin, Bunton Lane, Dacy Lane, S. Plum Creek, and Gristmill. In the next few days, you may see more emergency personnel in the area, including Hays County Sheriff’s deputies, County road crews, and emergency response personnel, including firefighters. While no action is needed by residents in the area as of 5 p.m. June 1, being informed and prepared can help all of us stay safe and avoid disaster. What do I need to do? 1. Sign up for notifications from www.WarnCentralTexas.org. This is a regional effort that notifies residents of emergencies. It’s free and you just need to include your mobile phone number to immediately receive emergency information. If you don’t have internet access, call 866-939-0911 to register your phone. 2. Visit www.haysinformed.com for the latest updates on the situation. 3. As a precaution, prepare yourself and your family to take emergency action up to and including evacuation if necessary. If you are requested to evacuate, follow evacuation instructions. Remember, Hays County is known as flash flood alley, and it is always important to be aware of changing weather situations that may affect you.
