This is to give notice that the City of Uhland has determined that the following proposed action under the Texas Department of Agriculture Community Development Program, Contract Number 7216461, is partially located in the 100-year floodplain. The City will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management.

Project Description: The City, in conjunction with County Line Special Utility District, will ensure the city’s residents of a reliable and constant potable water service at adequate pressures and flow rates. Construction will include the installation of 4,000 l.f. of 12” water line, 3 fire hydrants, 8 gate valves, 15 customer transfers and associated appurtenances. Approximately 0.04 acres of the project activities are located in Zone A of the 100-year floodplain on Cotton Gin Road at Plum Creek Road. This acreage is already geographically located in the floodplain. There will be no adverse effect on the floodplain. There are no practical alternatives.
The proposed project is located on Cotton Gin Road, from Hwy 21 to Plum Creek Road, Uhland, Hays County, TX 78640.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.

WE WILL COLLECT UP TO FOUR (4) CUBIC YARDS OF BULKY ITEMS PER RESIDENCE. AS A REFERENCE, YOUR TRASH CART IS ALMOST ONE CUBIC YARD IN SIZE.

ITEMS MAY NOT WEIGH MORE THAN 40 POUNDS. BUNDLES MUST BE NOT LONGER THAN FOUR (4) FEET IN LENGTH OR MORE THAN 40 POUNDS IN WEIGHT.

ACCEPTABLE ITEMS INCLUDE FURNITURE, WATER HEATERS, APPLIANCES, BUNDLED BRUSH, WOOD (NO PROTRUDING NAILS), DRYWALL AND SIMILAR ITEMS.

ANY REFRIGERATOR, FREEZER OR AIR CONDITIONER MUST HAVE THE FREON REMOVED AND HAVE A TAG FROM A CERTIFIED TECHNICIAN THAT THE FREON HAS BEEN REMOVED.

CITY OF UHLAND and PROGRESSIVE WASTE SOLUTIONS

NOTICE IS HEREBY GIVEN TO ALL INTERESTED PERSONS, THAT:

The City of Uhland, has received a petition to initiate Zoning changes to the said property from Agriculture (A) to General Business District (GBD), following described territory, to-wit:

Field note description for Lot #10, a 10.4392acre (454,731 square feet) tract of land being out of a called 57.76-acre tract of land as conveyed to 58 Uhland, LP, by deed recorded in Volume 2836, Volume 464, Document number #5037799, Official Public Records Hays County, Texas (O.P.R.H.C.T.), said 57.76-acre tract being situated in the John Stewart League Survey, Abstract-14 and the August Reuss Survey, Abstract-398, Uhland, Hays County, Texas, and being more particularly described by metes and bounds.

A public hearing will be held the Fifth (5) day of October, 2016 at 6:00 pm in the City Hall, 15 North Old Spanish Trail, Uhland, Texas. For all persons interested in the above proposed Zoning change.

At said time and place all such persons shall have the right to appear and be heard. Of all said matters and things, all persons interested in the things and matters here in   mentioned, will take notice.

Hays County has determined there is a need for a bond referendum in November 2016 to fund transportation infrastructure and public safety facilities to meet the needs of our growing population. A final determination about a bond referendum was made on August 16, 2016, during Commissioners Court following a workshop with the County’s financial advisor and the County Auditor, that showed the County could issue as much as $250 million in bonds without increasing the tax rate or negatively affecting the County’s AA Bond Rating. The Court ultimately decided to request a vote on Proposition No. 1 for $106.4 million and Proposition No. 2 for $131.4 million.

There will be a special called meeting of the City of Uhland Board of Aldermen held on September 26, 2016 at 6:00pm at the Uhland City Hall.
